University Library Rules and Regulations

In continuation of the existing library rules, following rules and regulations of University Library are notified for information and compliance by all concerned. It will come into force with immediate effect:

1. General Conduct

  • The library is a place for silent study. Please maintain silence at all times.
  • Mobile phones must be on silent mode. Phone calls are not allowed in reading areas.
  • Eating, drinking (except water), smoking, chewing betel leaves & spitting are strictly prohibited.
  • Personal belongings (bags, umbrellas, etc.) must be left in the designated area. The library is not responsible for loss or theft.
  • Treat library staff, materials, and facilities with respect.
  • Respect library property. Defacing, mutilating, or damaging books, furniture, or equipment will result in disciplinary action and replacement costs.

2. Membership and Access

  • Library access is open to all enrolled students, faculty, and staff with a valid university ID.
  • External visitors or alumni may be granted limited access with prior approval and a temporary pass issued by the library administration.

3. Library Timings

  • Monday to Saturday: 9:00 AM – 8:00 PM
  • Sunday & Public Holidays: Closed
  • Extended hours may be introduced during exam weeks or announced in advance.

4. Borrowing Privileges

  • Students must borrow books with their University ID Card.
  • Undergraduate Students: May borrow up to 4 books for 14 days per semester.
  • Postgraduate Students: May borrow up to 5 books for 21 days per semester.
  • Research Students: May borrow up to 8 books for 30 days per semester.
  • Faculty/Staff: May borrow up to 10 books for 30 days per semester.
  • Books must be returned or renewed before the due date.
  • A fine of ₹1/- per day per book will be charged for late returns for both students and faculties.
  • Books marked as 'Reference' or 'Reserved' are for in-library use only.
  • Renewals are allowed once, provided no other user has reserved the item.
  • Lost or damaged books must be replaced or paid 2.5 times the cost with fine as per Library Policy.
  • All fines are accepted only via the SGVU QR Code.

5. Semester-Specific Guidelines

  • Library clearance is mandatory at the end of each semester for all students.
  • All borrowed books must be returned or renewed before the semester-end deadline.
  • Clearance slips are required for examination admit cards and each semester registration.
  • Book return reminders will be sent one week before the semester closes.
  • During semester breaks, limited library services may be available.
  • Exam periods may have extended hours and stricter quiet policies.

6. Digital Resources and Internet Usage

  • University members can access digital databases, e-journals, and e-books via institutional login.
  • Internet access is provided for academic purposes only. Social media and gaming are strictly prohibited.
  • Sharing login credentials is prohibited.
  • Downloading copyrighted material without permission is illegal.

7. Reading Rooms and Study Zones

  • Reading rooms are open during all library hours.
  • Seats cannot be reserved. Unattended materials will be cleared after 30 minutes.
  • Group discussions are allowed only in designated discussion rooms (with prior booking).
  • Individual and group study rooms may be reserved online; time limits apply during peak periods.

8. Handling Library Materials

  • Do not mark, underline, fold, or damage books and other materials.
  • Report any damage or missing pages before borrowing.
  • While depositing the book, it will be accepted only if found in the same condition as at the time of borrowing.

9. Disciplinary Actions

  • Violation of library rules may result in:
  • Suspension of borrowing privileges
  • Monetary fines
  • Referral to university disciplinary authorities
  • Repeated violations may result in restricted library access for the semester.

10. Feedback and Suggestions

  • Users are encouraged to provide feedback and suggest new books or services via the library suggestion box or email.

  • These rules are subject to change. Updates will be communicated via the library website, email, and posted notices.
  • For inquiries about rare collections or accessibility services, contact the library administration in advance.
